No, cats easily stay inside and should always be indoor cats. Something like a small balcony like you said would likely be too small; however, it’s easy to accommodate a cat in something like studio suite by putting up shelves for them to hop onto so they can watch over their domain. One can also put some carpet tiles on them and other surfaces to make it even more comfortable; as well as providing scratching posts and toys. Mostly they’ll sleep when you’re not home, so be sure to play with them as much as you can when you are. You’ll basically become the highpoint of their day. :3
Cats should never be let outside without supervision and a harness. They can get into all sorts of trouble with vehicles, people, other animals, other cats, drainage pipes, a whole list of diseases that are expensive and sometimes impossible to treat and probably some other things that I can’t think of. The cat you rescued should not be ‘released’ where you found her. She probably likes living with you and is just starting to trust you. If you can’t keep her please give her to an adoption agency in your area like the SPCA, Humane Society, cat cafés, etc. You can also find charity organizations that can foster her on facebook and other social media platforms I suppose.
*If you can, make sure she is spayed. Was your old cat neutered? Did he have toys, scratching posts, and perches? Cat’s can get really hyperactive if no one plays with them or pays them any attention really.
I also think it would be best to just let your cats roam your entire home without much restriction. As long as you provide scratching posts and maybe a cat tree as well, if you have space. Sorry for the somewhat fragmented message, I’m about to go to sleep. Good luck!
Jackson Galaxy is, in my opinion, the source of information on how to live with cats:

They seen a minority riding a bike and reacted.
