No, it doesn’t, but I don’t really understand your point.
Agency generally means the capacity of a living being to act independently, make choices, and influence their environment.
A minor child has little agency to begin with in an abuse situation and indifference of the legal system strips away even that little bit.

Does it really? Sure seems like the highest court in the land disagrees.
And before you start arguing that’s only been under Trump go all the way back to Dred Scott v. Sandford, which denied citizenship to African Americans, and Plessy v. Ferguson, which upheld racial segregation under the “separate but equal” doctrine.
Both of those are great examples of SCOTUS ruling in opposition to the Constitution.

If this treatment is legal in Idaho then they do not have agency.

the child’s rights supersede a parents right to do whatever they want
withto their kids.
It’s pedantic but children have no agency, what is being done in Idaho is being done to children.
Nice! We just did this and got one of those slow close ones with the easy clean quick release; absolutely love it!

GDPR is a law with real legal consequences that protects EU citizens (EU as in European Union).
Do European citizens frequently turn to an “affiliate for the Duluth-Superior broadcast area, which covers northeastern Minnesota, northwestern Wisconsin, and the western portion of Michigan’s Upper Peninsula” for their news?
Do you spouse it’s easier for a local or regional organization to set policy to block warn GDPR covered connections or have someone spend time ensuring the site is GDPR compliant for the 1s? 10s? 100s? of hits they get?

they don’t need to retrofit their entire website.
Except they do, because even if they’re pretty certain their site is compliant with GDPR they’d still have to review the code to make certain it is or risk legal liability if anything isn’t.
Many small to medium organizations that aren’t operating outside of the USA chose to just block connections instead.
Is there a lot of people outside the US checking an “affiliate for the Duluth-Superior broadcast area, which covers northeastern Minnesota, northwestern Wisconsin, and the western portion of Michigan’s Upper Peninsula” regularly for their news?

Fox 21 is a local affiliate of Fox based in Duluth, MN. It’s a regional news source for Michigan, Wisconsin and Minnesota.
I seriously doubt they get enough traffic from GDPR regulated countries to retrofit their entire site to be compliant when it is targeted for a very specific audience in the US.

I thought that triggered the actual emergency call itself.

Apple has something similar where you hold the power + volume up for ~3-5 seconds and you get the Power/Emergency call screen but it also disables biometrics until after a successful PIN.

Windows + R cmd [enter] Shutdown -r -s -t 0 [enter]
Let’s it happen? I regularly see the police where I live do the kinds of things they pull people over for; speeding, rolling stops, distracted driving, failure to signal etc.
Tough to maintain credibility when those charged with enforcement don’t follow the rules either.
