Unfortunately open sourcing is not an option without certification, cause vehucles will not be allowed to go on roads.

A company in my city created an EV conversion kit for any cars years ago. As they could not get certification for all models, they made a partnership with the constructor and managed to have certification for only 1 model (Renault Master, a utility truck) and now the company is controlled by Renault (the constructor).
They indeed killed the competition…
Get a Wuling Hongguang Mini EV or a citroen ami (which unfortunately is over your budget)
Then get a Light Electric Vehicule, you may not go as fast and as far as your car but it might be enough for 90% of daily travels

Surprisingly yes it is, cause big cities are in valleys which are flat (valleys were flattened by massive glaciers), and there is a lovely bike infrastructure.

Now it is a drop in the bucket, but with a good bike road (which is secure from cars and actually go somewhere, like workplaces, schools, groceries) people can finally take a bike or a scooter instead of their car.
If you want personnal example, I go out and make grown up stuff everyday on my bike, like going to work, groceries and taking kids to the school, cause I know how to mix in traffic (and most of people in cars here are respectful).
With a secured bike road my kids could go by themselves, and my wife could go by herself to groceries, now she is too afraid of cars, fortunately city is spending millions to build that so in few years it will be allright.
And I see plenty of roads empty during the day which is used only twice a day during workdays by a couple of resident (if they work), and you still pay for it without thinking about it.
Do you see vacant car lanes too? Cause there are plenty of it!
I would recommend any bike with 8 or 9 speed in your budget that you tried and like to ride. Add the cost of a good U-lock and lights. As it eventually get stolen, save for a next bike.
8/9 speed parts are robust, abundant, and cheap, and maintenance is easy.
