That’s not necessarily the case, a lot of repairs are done intercepting the issue from the sides and digging underneath. You see this method constantly. If every repair needed full access from above, any repair would be prohibitive

To add on to what others said. Also having universal healthcare could be a result of a former more left wing government that implemented it and could have proven very popular, thus not worth removing by future more right wing governments.

Not necessarily. There’s scores of people working for these companies that do content moderation, customer support and other jobs in this realm that are not quite as sought after and can’t easily switch jobs.
