I doubt there is a definitive answer if this is the first one they found. Considering it’s native to warm weather areas I doubt it would become invasive in Northern England. They did say it seemed to be doing poorly.
Yes. Replace the whole caster. Whats not standard is the diameter of the wheels, which for luggage, i would keep them the same size or a similar small size. To keep it from being too top heavy and to make sure it fits in the overhead compartments of a plane. Double check your casters to make sure they have standard stems/the same ones as the ones you want to purchase.
Oh I meant replacing the existing wheels with better ones instead of getting the exact same ones.
I would try soap and water and a brush. The rubber itself looks to be in rough shape so if you care enough to clean them, I would just replace them. You can even upgrade the wheels while you’re at it.

Same at my Costco. They have 6 or maybe even 9 “self checkouts” and each is manned by an employee who scans everything without removing anything from the cart. Its basically a compact checkout. Recently was in another area and the Costco had true self checkouts with weight sensors messing up and requiring employee overide and all. It was a pain in the ass.

I actually had no idea people made whipped cream using a method other than whipping it with a whisk (manually or motorized).
Would more EVs really bring prices down that much? If people aren’t buying gas because they have EVs, a lower price won’t get them buying gas again. Maybe drivers of ICE vehicles would drive more but the vast majority of car use in the US is for essential every day things.
I think they don’t want to waste time showing the apartment to prospective renters that aren’t paying enough attention to the listing only for them to walk in, say " bathtub in the kitchen? No thanks."
