What does this actually mean?
It’s referring to phone operation. Drivers are mandated to use a hands-free system like a headset or car speaker.
It was a weird time. Everyone made a big deal out of having to hold their phone while driving but hands-free was a readily available alternative.

That’s what I was wondering, and hoping. Otherwise what state (or province?) isn’t already enforcing distracted driving rules?
I-464 is entirely in Virginia (I don’t know what the of shields mean to look them up.
Virginia brought in hands free 1 Jan 2021, so this photo could be 31 Dec 2020, but I don’t think Virginia is warm enough to dress like that in Jan.
